Minutes
- Call to Order – Berry and Robinson present. Williams – absent due to fire call.
- Approved and Signed Warrant #11- 2025 for General Government
- Approved Meeting minutes from June 3, 2025
- New Business
a. Update on bill from Town of Lincoln for non-transport of EMS. Bills were
from 2023 and spring 2024. Selectboard directed Town staff to let Lincoln
know that since the Town did not have a contract with Lincoln in 2023 or 2024
that the Town would not be paying those bills. Total was $900.
b. Special School Board Meeting discussion
i. Recap of School Board meetings
ii. Voted on Budget on May 27, 2025. Then the regular School
Board meeting held immediately after and most of the public left.
The agenda included a motion concerning a bus garage. Board
members objected and tabled to June 11 th .
iii. June 11 th – voted to pass, but bid was provided by School Board
member creating a conflict of interest.
iv. Update from Theresa Miller (Winn School Board Member) and
Nancy Christensen (Lee School Board Member)
v. Both noted that not one person from the public in attendance on
June 11 th approved of the project.
vi. Selectmen asked that a letter of objection to the project be hand
delivered to Superintendent office on June 12 th .
vii. Selectmen appointed Gayle Williams to fill remaining Board
seat representing Winn. - Planning Board
a. Gayle Williams and Terrence Miller have volunteered.
b. Selectmen would prefer 5-7 members.
c. Selectmen will seek out more volunteers.
- 911 Addressing Officer Report
a. Route 2 is much cleaner and will not take near as long.
b. Colt Road – researched and it is not in Winn, so nothing further.
c. Rick Gunther and Nancy Christensen will be going out near Dwinal Pond
once the roads are drier.
d. Nancy will schedule a meeting with Ginger Maxwell to discuss:
i. Any camps?
ii. Private mortgage properties with dwellings.
e. Met with the Post Office delivery driver to clear up questions regarding
East Winn
f. Road signs need to be switched for Springfield and East Winn.
- Catholic Church Discussion
a. Carroll Lufkin provided more information:
i. No decision yet as to whether the church will be sold
ii. The Portland Bishop has tasked the Lincoln Priest to determine
the best course of action.
- RHR Smith – Auditor update on work conducted.
a. Selectmen approved expense and asked the Treasurer to sign the letter.
- EPEC and PERC update
a. Overview of issue reported in Bangor Daily News
b. Stinking mess
- Old Business
a. Road Update – paving completed on Phillips Road
b. Cemetery Update
i. Harry Black from Lincoln recommended an expert in Glenburn
to work on the Snow Cemetery stones.
- Public Comments
a. Theresa Miller – expressed thanks to the Winn Selectboard for their
support and involvement in the issues that have arisen at the School
Board.
b. Priscilla Mallory – complaint from a visitor about the campers near the
Old Military Road.
c. Carroll Lufkin – update on the junkyard owned by Robinson on Highway
- Jerry Davis has been tasked with setting up a meeting with them and
the Selectmen. - Selectmen Comments
a. Dangerous Building – thank you to Elizabeth Hinkley for having the old
trailer disposed of.
b. Next issue – Trailer on Buzzy McCarthy’s property. Treasurer noted that
she had spoken to Joyce McCarthy and her and Jody (Buzzy’s daughter)
were able to get the name of the owner of the trailer – Tanner Lane and
he lives in Sherman, Maine now.
